IPCB_ShortCircuitConstraint interface
A short-circuit rule (TRuleKind.eRule_ShortCircuit) that tests for short circuits between objects on the copper layers.

Remarks
A short circuit exists when two objects that do not have the same net touch. On a signal layer, two touching objects without a net also short-circuit when they belong to different components. On an internal plane layer, pads and vias on the multi-layer are checked against the plane. Keepout objects are not checked.
